Intent cluster coverage is a planning method that maps distinct search tasks to useful existing pages, justified new pages, or explicit do-not-create decisions.
What cluster coverage measures
Coverage counts supported user tasks, not raw phrases. A cluster is valid only when one page can satisfy its shared purpose without blending incompatible intents.
A high-volume phrase can have several intents. Review live results, modifiers and the page inventory before treating it as one target.
Build the map
Clean duplicates, preserve country and language, then label each phrase by the task it implies. Map it to a canonical URL, a justified page brief, or a documented exclusion.
- Collect queries with source and geography.
- Group only compatible tasks.
- Review SERP samples.
- Map each group.
- Record gaps and exclusions.
Verify coverage
Test the page, not the spreadsheet: the mapped URL should have distinct visible content, direct internal links and a canonical route. Inventory-limited or thin ideas remain excluded.
